Drivers must speak English in Dallas

A driver was issued a ticket for not being able to speak English. The police in Dallas, TX have been doing this for 3 years even though there is no law that a driver in a non-commercial vehicle has to speak English. Anyone who has paid a fine will be reimbursed and all charges will be dropped.
