dead voters

I've heard a lot of complaints about dead voters.  Someone uses their identity to vote in the hopes of swaying the vote in their candidate's favor.  But now a dead man has been elected.  In Oceanside, CA, the City Treasurer passed away in September but it was too late to remove his name from the ballot.  He won the election but obviously can't serve.  I'm thinking some offices would do well with a dead person at the helm but maybe not the Treasurer.  The City will have to have a special election or appoint someone to take his place.  Dead City official
